Development Projects
Perry Lakes Regional Sports Precinct:Brian is retained by the Department of Sports and Recreation as project consultant to advise on the Perry Lakes redevelopment. This complex redevelopment project is guided by its own legislation (Perry Lakes Redevelopment Act, 2005) and involves the development of a new basketball centre, athletics stadium and rugby stadium on land at AK Reserve adjoining Challenge Stadium to create a sports excellence precinct. The project involves complex environmental issues (Bush Forever, and contaminated land), developing a partnership with the University of Western Australia, liaison with peak sporting agencies, close working with Landcorp, site acquisition and reporting to the Minister for Sport and Recreation and the Minister for Planning and Infrastructure. Brian has had two roles – one as Project Consultant advising on all aspects of the AK Reserve project, and secondly as the Project Planner responsible in particular for obtaining the necessary planning and environmental approvals. Brian prepared and has had approved a Redevelopment Plan for the Sports Precinct, and recently obtained development approval for the North West Precinct containing the basketball and athletics stadiums. This part of the project has been tendered and in currently under construction. Planning is progressing on the rugby stadium. Port Coogee:Brian took over responsibility for the management of Port Coogee Project on behalf of Government in 1997. It is one of the most complex and sensitive urban renewal projects involving the reclamation of contaminated land on the Cockburn coast for a marina development. Brian managed the project for the State government working closely with the developers Australand under the provisions of a State Agreement. He advised government on progress with the project and reporting to the WAPC and Cabinet. He personally renegotiated the Project Agreement in 1999/2000 to protect the State's interest, and oversaw the initiation and approval of the Metropolitan Scheme Amendment, all in accordance with the Project Agreement. In 2004 he prepared and presented evidence to a Public Accounts Committee Inquiry into the project that demonstrated the project provided a significant positive return to the government. Port Kennedy Resort:Brian took over responsibility for the management of Port Kennedy Project in 1998 involving the development of coastal land for a resort development including golf courses, a town centre, and tourist accommodation in accordance with its own legislation - the Port Kennedy Agreement Act. Brian has been responsible for advising government, protecting the State's interest through the removal of the original developers, and the selection and appointment of new developers, revisions to the concept plan, and advising on changes to the legislation. Fremantle Waterfront Development:Brian was retained as advisor on the planning assessment of the ING proposals for the Fremantle Waterfront. This is a major development including retail, offices and restaurants that required detailed assessment to determine the potential impacts on the City of Fremantle, heritage context and the waterfront.
